Improving the onboarding process for new contributors

I find @abbe98 comment here pertinent:

Nominating Sunilnatraj to be part of the OpenRefine Github organization

I would like to invite them to the GitHub organization, letting them label issues, run the CI pipeline on their PRs automatically, and also review other pull requests. +1 I do, however, think that discussions around nominations to the Github org should happen on Github as there are notable contributors which aren't on the forum.

How do we represent those requests on GitHub? Is it simply creating an issue on OpenRefine's main repository?

I'll be keen to document it in the governance as part of the upcoming round of updates outlined here.
