The version installable thru Debian/Ubuntu `apt` tool is old

If I use apt on Debian, I get a very old version of OpenRefine, compared with brew, on Mac, which gives me the latest.

$ sudo apt info openrefine
Package: openrefine
Version: 3.7.7-1
Priority: optional
Section: universe/java
Origin: Ubuntu
Maintainer: Ubuntu Developers <ubuntu-devel-discuss@lists.ubuntu.com>
Original-Maintainer: Debian Java Maintainers <pkg-java-maintainers@lists.alioth.debian.org>

Who is the person who help set it up in place? I'd like to ask him some questions on GitHub.

Regards, Antoine

You'd typically email that mailing list Ubuntu Developers (where he and others would help) - I know this feels indirect and you want one person, but like all open source, it's teamwork that actually makes things happen.
