I am trying to import 260k VL rows into refine & the platform starts inspecting but then Get a message saying 'Please check the file format'

Curious, what kind of file format is VL?
You might try the Line-based importer just to see if you can get the project created at a minimum and then we can troubleshoot further things.
Apologies - mis type - file is an XL + I have tried numerous versions down to 50k size & still getting the same response
If the Excel file has multiple worksheets, deselect all of them at the bottom of the importer options and select only 1 of them for now. Also try only the default options checked as I show in the example screenshot.
If it's an XLS file and not XLSX file, then there might be issues with Date parsing and that might show up in a POI error in a Java stacktrace in the console or terminal running OpenRefine. If you see something like that, it would be great to get a clipboard copy pasted here in your reply.
The other alternative if you are getting some Date or data parsing error we cannot see yet, would be to use LibreOffice or Office365 and export this Excel file into a CSV Comma Separated Values file instead. Then try importing the CSV file version into OpenRefine.
