I don't think that's a standard config file used from OpenRefine (and the green highlighting makes me think it's not checked into git). Are you thinking of the refine.ini file in the root?

Also, from your posts it sounds like we could all benefit from a bit more context on what you're trying to do with OpenRefine. From what I can gather, you're trying to run OpenRefine in a shared/persistent location and export your OpenRefine output to MongoDB. Is there anything else you're able to share about what you're trying to achieve or the problems you're running into?
