Adding CS&S IT to as Github Owner

CS&S IT has requested to join the owner group of the OpenRefine GitHub accounts in order to reconnect their Stripe account. This will allow donations collected via GitHub to be deposited into the CS&S bank account and allocated to OpenRefine.

The Advisory Committee has agreed to permit them. I am cross-posting here for transparency.

CS&S was able to reconnect the Stripe account, and I removed them as the owner of the GitHub organization.
